Mingliang Li, PhD, is a full time Professor at the Research Institute of Highway Ministry of Transport in China, serving as Director of the Key Laboratory of Transport Industry of Road Structure and Material, Chief Young and Middle-aged Expert of the Institute, and Master's supervisor. He has been dedicated to research and technical promotion in green and safe functional pavement materials and technologies, and advanced technologies for highway construction and maintenance. Dr. Li has led and participated in 15 national and provincial-level research projects, promoting and applying porous and noise-reducing asphalt pavement, thin layer road surfaces, asphalt mixture recycling across nearly 2000 kilometers. He was awarded the Young Scientist Award by the China Highway & Transportation Society in 2024. He has published one monograph and more than 60 academic papers, authored and co-authored 10 industry and regional standards including "Technical Specifications for Design and Construction of Porous Asphalt Pavements", obtained more than 50 national patents, and received 8 provincial and ministerial-level science and technology awards.
